This position is responsible for the provision of a full range of clinical pharmacy services as well as supervisory and managerial responsibilities related to the day to day operation of pharmacy services provided at Mt Edgecumbe Hospital and the rural clinics. The primary purpose of pharmacy services is to assure efficacious, safe, and cost-effective drug therapy and appropriate outcomes in the use of drugs and medicines; to procure, store, prepare and distribute medications according to Federal and State laws; to provide patient and staff drug information, counseling and education; to evaluate and maintain an appropriate drug inventory and to participate in quality improvement activities.    This position ensures that the pharmacy department provides optimal services; meets all legal, accreditation, and certification requirements; and complies with all applicable policies, procedures, codes, and standards of our organization. The performance of this department has a direct and significant impact on the health care delivered by the Consortium and to individual patients. The work requires specialized knowledge, experience and skills to perform the technical work of a pharmacy and a thorough knowledge of the routine and procedures of the pharmacy department. The purpose of this position involves the preparation, review, supply, dispensing and control of medications and other pharmaceutical products. The position is essential to ensure all patients, departments and villages receive the medications they need and store them properly.  All work is performed under the direct supervision of a pharmacist. Performs in a professional manner, respects confidentiality, and demonstrates qualities endorsed by following the seven Standards for Service Excellence outlined in the SEARHC Human Resources Manual.   Technicians must be able to interact with patients, nurses, health aids and practitioners to answer questions related to pharmacy services. They must know when to refer questions to a pharmacist and when to answer the question themselves. Must perform dosage calculations in order to correctly prepare compounded medications and be able to work quickly and efficiently without sacrificing accuracy. Must be able to maintain pharmacy equipment and troubleshoot problems. Must know how to meet the urgent needs of patient care areas, monitor and maintain stock.   This position requires handling of hazardous substances, standing for extended periods of time, usually 8 hours; walking to deliver medications all over the building and to pick up orders, lifting 30 lbs boxes.  There is potential for exposure to infectious patients or materials, sticks or cuts by needles and other sharp items, musculoskeletal injuries and potential for harm from burglary or robbery.  This position is a covered position for purposes of the Indian Child Protection Act.

The position functions within the Mental Health Outpatient Department to provide clinical psychiatric care for SEARHC patients, focusing on the diagnosis and treatment of mental disorders.  Treatment is primarily outpatient, but may include consultation-liaison and emergency services in some locations.  The Psychiatrist collaborates with other SEARHC providers, and works as a member of an interdisciplinary behavioral health team.    The Psychiatrist provides crucial behavioral health services that require a high level of expertise and knowledge.  The psychiatrist treats the most complex and seriously ill patients while providing education, consultation and support for patients, their families, and other behavioral health and medical providers.  The psychiatrist works under stressful conditions, with patients who may be disoriented, adversarial, and/or at risk of harm to self or others.  The psychiatrist provides differential diagnosis, determines level of care, and coordinates treatment with medical providers and other systems of care.  These clinical decisions are reached independently or in consultation with peers.    This position requires knowledge of treatment modalities for a wide variety of conditions, ranging from short-term interventions to long-term needs for patients with chronic or disabling issues.  The psychiatrist may be called upon to review patient management issues, quality of care, and risk management issues and outcomes. The psychiatrist may specialize in a particular area, such as child psychiatry or geriatrics, to provide specific treatments for these populations.  A responsible, respectful, and caring approach is essential to promote the most effective therapeutic relationship with patients, and positive collaboration with other health care professionals.  The psychiatrist demonstrates a culturally competence in communication with patients, families, and community members.   The psychiatrist is expected to attend to emergencies within their area of responsibility regardless of external commitments in their lives. This means there are times a psychiatrist will work late or relinquish an outside commitment in order to attend to their patients’ urgent needs.   The SEARHC psychiatrist lives in a small community. Privacy is not an easy commodity for she or he. Psychiatrists outside activities are easily monitored by their community. They are therefore often held to a higher standard, and at the least should not engage in negative role modeling.

The Mental Health Midlevel Practitioner functions within the Mental Health Outpatient Department to provide behavioral health assessment and treatment in close collaboration with the Psychiatrist, medical providers, and the behavioral health team.  Such treatment will include maintaining an independent caseload and assisting other mental health providers in their clinical treatment of patients.   The Mental Health Midlevel Practitioner provides a wide range of mental health treatments including medication management.  This position requires active and collaborative working relationships with the Psychiatrist, as well as other behavioral health and medical providers.  The Midlevel Practitioner often serves as a liaison between behavioral health and medical care, to ensure effective communication and continuity of care.   Difficult clinical decisions regarding complex and critical patient care issues will regularly involve the Midlevel Practitioner in potentially stressful working conditions.  The Midlevel Practitioner will serve clients with persistent and chronic mental illness, which may involve interventions to ensure the safety of the client and community. This position is largely conducted independently with consultation and support from the behavioral health team, particularly during crisis situations.   The Midlevel Practitioner demonstrates respect and care  within a framework of culturally competent communication.
