This is a career ladder position with three levels designed to provide progressively more technical and independent work experiences.  Promotion between job levels is based on performance, skill acquisition, required certifications, and the demonstrated ability to successfully handle duties requiring progressively more responsibility.    The Optometric Assistant I position provides administrative assistance for the Eye Clinic and requires skills as a dispensing optician and paraoptometric technician.  Services are provided to infants, children, adolescents, adults and geriatric patients.  Essential job responsibilities include the ability to multitask, assist patients, schedule appointments, address phone calls, maintain and organize patient records, be comfortable working with numbers, accurately conduct and record financial transactions, order from and maintain vendor relationships, assist with patient frame selection and ordering, assist with patient care and demonstrate excellent customer service skills in support of the SEARHC Eye Clinics.    This position is essential in maintaining efficient eye clinic operations by supporting both the providers and the optical dispensary.  Optometric Assistants must demonstrate good judgment, be self starting and able to work closely with fellow staff.  Customer service, attention to detail, accuracy and precise measuring skills are integral traits for this position.   The Optometric Assistant position is expected to provide excellent eye care services and exceptional customer service so the eye clinic is the provider of choice for our patients.  The position must abide by hospital and clinic policies and procedures.  This position requires extensive knowledge of ophthalmic terminology and judgment based on experience in a medical or ophthalmic clinic.  Employees are required to participate in on-line or self training modules to learn and maintain Optometric Assistant skills.  The Optometric Assistant must be able to multitask and prioritize duties to keep the eye clinic flow moving well, since at times multiple patients will require assistance.  This position requires attention to detail in order to accurately collect patient data, process eyewear orders, and maintain records, files and logs.  The Optometric Assistant is required to work with both patients and staff of different backgrounds and educational levels and must be able to communicate clearly and accurately document in a timely manner.

A clinician ensures that clinical productivity standards as established and followed. This position is available for after-hours telephone contact for clients in crisis when needed and as assigned; in addition to providing clinical support in person or by phone as needed at any SEARHC location within the Behavioral Health Division.   There is no specific responsibility to managing an operating budget.  As a clinician the financial responsibilities lie in documenting all services as outlined first and foremost in the code of ethics of the profession. Clinicians maintain records necessary for rendering professional services to their clients and as required by laws, regulations, or agency or institution procedures. Clinicians include sufficient and timely documentation in their client records to facilitate the delivery and continuity of needed services. Clinicians take reasonable steps to ensure that documentation in records accurately reflects client progress and services provided. If errors are made in client records, clinicians take steps to properly note the correction of such errors according to agency or institutional policies, proper documentation is a requirement to ensure that SEARHC is able to bill accurately for services provided to client in accordance with state, federal, and insurance rules, laws and regulations.   This position is a covered position in accordance with the Indian Child Protection Act (ICPA).

Serves as the Behavioral Health Program Manager of Clinical and provides clinical program development, clinical staffs’ development, grant management, administration and quality improvement, direct patient care, and community outreach and commitment to the Vision and Mission of SEARHC.  The position functions as liaison between the HTNH (Sitka), Juneau BH, LCC (Haines) and Wrangell BH outpatient behavioral health programs, other SEARHC Programs, and other providers outside of SEARHC.  The Program Manager holds the overall responsibility for supervising the day to day clinical functioning of the HTNH, JBH, and LCC programs.    The main focus of the Outpatient Behavioral Health Programs is on the deliverable patient /client services in the SEARHC communities.  The Behavioral Health Clinical Program Manager may be asked to represent the Outpatient Behavioral Health programs on a corporate, local, regional, statewide and national level.  Poor representation and/or damaging public relations behaviors could result in program credibility issues statewide and lack of client referrals.   The BH Clinical Program Manager regularly deals with outside agencies which review the program for operational, facility issues, and financial compliance.  Problems with these reviews can lead to reallocation of funds and potential loss of revenue and services.  There is a strong emphasis in reimbursable services and billing practices. Poor decisions in either budget or management of clinical issues lead to costly mistakes and liability for SEARHC and have the potential for program consequences.   Intermediate range planning, may affect the program’s future. Lack of advocacy for services and actively seeking funding may result in program reduction or loss of services The BH Clinical Program Manager will work in concert with the BH Division Director to address the commitment to the funding portion of RCBH programs.   This position may supervise any of the following; Administrative Supervisors, BH Supervisors, BH Providers, BH Clinicians, Case Managers, Chemical Dependency Counselors, BHA’s, CFSW’s, Administrative Assistants, and Data Entry positions.
