The Performance Improvement Director is responsible for the leadership, strategic direction and management of the day to day activities of all Performance Improvement/Quality and Risk Management programs at SouthEast Alaska Health Consortium (SEARHC). This includes accreditation, infection prevention and control, employee health screening, patient safety, risk management, compliance, credentialing, coordination of regulatory and accreditation compliance survey, and all other quality related activities.    Functions within the SouthEast Alaska Regional Health Consortium, a mission-driven organization serving 18 Native Alaska communities in the southeast Alaska region.  SEARHC provides extensive services throughout two medical centers in Juneau and Sitka, as well as an extensive health center and specialty clinic network.   Communicates and performs all responsibilities in a manner that supports and integrates the SEARHC mission and values. Incumbent exercises wide latitude in resolving professional, administrative and technical problems; actively participates in SEARHC decision making process. All work is considered confidential and protected from discovery, pursuant to applicable state law.   Externally, this position represents SEARHC at State and National agencies and associations.   Internally, this position is an integral part of quality improvement and patient satisfaction consortium-wide. Working closely with the COO, serves as a liaison to the SEARHC Board of Directors in addition to the Executive Leadership Team, Division Directors, and with other department staff. This position functions within the pharmacy department and its primary purpose is to assure efficacious, safe, and cost-effective drug therapy and appropriate outcomes in the use of drugs and medicines. To prepare and distribute medications according to Federal and State law, provide patient counseling and education, and to advise the medical, nursing, and village staff on drug therapy. Select and maintain an appropriate drug inventory. Formulate and participate in quality improvement activities. The services directly impact the healthcare of our patients.  Performs in a professional manner, respects confidentiality, and demonstrates qualities endorsed by following the seven Standards for Service Excellence outlined in the SEARHC Human Resources Manual.   Independent professional judgment is used prior to the filling and dispensing of each prescription in order to evaluate it for appropriateness and safety. If any question arises, the prescriber must be consulted and recommendations for the alternate therapy are made by the pharmacist. Judgment failure could seriously affect the health care of one or more individuals. Independent judgment is also used to counsel patients, pharmacist must verify that patients understand their medications and appropriate outcomes of drug therapy. Counseling can directly increase medication compliance and decrease patient morbidity. Decision making is required in the Drug Utilization Evaluation process. This review performed by the pharmacist results in better patient care, educates medical staff, and can result in cost-savings to the clinic. Decision making is required in the formulation of policy and procedure which affects the overall operation of the department.

Under minimal supervision, applies advanced technical skills and seasoned judgment to independently and competently provide a full range of sample test analyses and laboratory services in a SEARHC laboratory. Depending on location shift work and night and weekend call may be required to provide 24 hour laboratory coverage.  Perform CLIA defined waived, moderate, and high complexity testing. Works with infants, children, adolescents, adults and geriatric patients.   The work typically involves full responsibility for all technical aspects of the laboratory and includes a wide variety of duties involving diverse and complex technical problems and considerations, i.e. procuring compatible, lifesaving units of blood for a patient with antibodies. MLT makes decisions that directly or indirectly affect the quality of patient care and can be “life or death” decisions or problems with the assistance of the MLS or Lab Manager. Assists with training of new employees during the orientation period and as directed. Assists the laboratory manager with Process Improvement activities associated with their departments as directed. Understands and assists the Laboratory Manager with implementing CAP standards and CLIA regulations in their department of responsibility. Coordinates inventory levels with laboratory manager to maintain proper supply levels. Follows policy and procedures established by the Laboratory Medical Director and the Lab Manager.
