The Senior Manager of Finance Operations is responsible the general accounting, reporting, accounts payable, timekeeping/payroll and supply chain departments at SouthEast Alaska Health Consortium (SEARHC) and its subsidiaries.  The Senior Manager will leverage their expertise to streamline processes & procedures, enhance value to the Consortium through enhanced productivity, reductions in procurement costs and the reduction/elimination of non-value added activities.  As needed, this role will support aspects of the annual budget, financial reporting and revenue cycle.    In addition the Senior Manager’s overall responsibilities include: - Oversee the preparation, quality & integrity of the key financial and utilization metrics for state agency, federal agency and grant sponsor reporting requirements, key government & agency reimbursement filings - Oversee the procurement sourcing and Value Analysis frameworks to optimize supply chain spending and mitigate stock outs - Lead the continued streamlining and/or automation of processes leveraging the Consortium’s ERP, timekeeping and other related solutions which may include the integration of new business units into the corporate framework - Oversee all annual audits including the annual financial statement audit and benefits plan audit - Establish financial policy and internal controls, working with various SEARHC departments on financial issues, financial systems implementations and expense controls. - Support the development, implementation and management of budgeting, cost accounting and business intelligence and reporting technologies to support efficient access to data - Lead a culture of continuous improvement across the leadership and staff of areas of oversite.        - Lead/manage other key strategic and tactical projects and initiatives as assigned by the CFO.

Provides adolescent counseling and treatment in a residential program with challenge wilderness components and maintains the safety of all students in the adolescent substance abuse program.  This position is located in the Raven's Way Program, Community Health Services.   This position requires an increased understanding of working with adolescents in a substance abuse treatment program including basic interventions that are effective in treating this disease. This position also requires increased crisis intervention skills, and effective communication skills for leading educational groups with the clients. This position needs a working knowledge of how to respond to client who is in crisis, in regards to their mental and medical status.   Prolonged, sustained and extreme physical and mental effort: multiple consecutive days of expedition hiking, camping, kayaking.  Activities include living in tents, rainy and cold weather and extended darkness, while maintaining positive therapeutic interaction with up to 12 clients who have history of substance abuse, behavior problems and co-occurring disorders.  While on expedition, staff will have contact with clients 24 hours per day. Expeditions have no facilities or equipment other than what is carried, by the clients/staff or cached along the route.   This position requires frequent work in remote 24 hour wilderness settings as well as work in the Residential treatment facility.  Because this is a substance abuse treatment program it is necessary for staff to model substance free behavior while on duty and at all times on remote locations; use or possession of alcohol, tobacco or any illegal drug is prohibited. The Staff Code of Ethics indicates staff agrees not to use illegal substances, and agree to use legal substances responsibly. This position is a covered position in accordance with the Indian Child Protection Act (ICPA)

This position is available for after-hours telephone contact for clients in crisis when needed and as assigned; in addition to providing clinical support in person or by phone as needed at any SEARHC location within the Behavioral Health Division.   There is no specific responsibility to managing an operating budget.  As a clinician the financial responsibilities lie in documenting all services as outlined first and foremost in the code of ethics of the profession. Clinicians maintain records necessary for rendering professional services to their clients and as required by laws, regulations, or agency or institution procedures. Clinicians include sufficient and timely documentation in their client records to facilitate the delivery and continuity of needed services. Clinicians take reasonable steps to ensure that documentation in records accurately reflects client progress and services provided. If errors are made in client records, clinicians take steps to properly note the correction of such errors according to agency or institutional policies, proper documentation is a requirement to ensure that SEARHC is able to bill accurately for services provided to client in accordance with state, federal, and insurance rules, laws and regulations.   This position is a covered position in accordance with the Indian Child Protection Act (ICPA).

Under minimal supervision, applies advanced technical skills and seasoned judgment to independently and competently provide a full range of sample test analyses and laboratory services in a SEARHC laboratory. Depending on location shift work and night and weekend call may be required to provide 24 hour laboratory coverage.  Perform CLIA defined waived, moderate, and high complexity testing. Works with infants, children, adolescents, adults and geriatric patients.   The work typically involves full responsibility for all technical aspects of the laboratory and includes a wide variety of duties involving diverse and complex technical problems and considerations, i.e. procuring compatible, lifesaving units of blood for a patient with antibodies. MLT makes decisions that directly or indirectly affect the quality of patient care and can be “life or death” decisions or problems with the assistance of the MLS or Lab Manager. Assists with training of new employees during the orientation period and as directed. Assists the laboratory manager with Process Improvement activities associated with their departments as directed. Understands and assists the Laboratory Manager with implementing CAP standards and CLIA regulations in their department of responsibility. Coordinates inventory levels with laboratory manager to maintain proper supply levels. Follows policy and procedures established by the Laboratory Medical Director and the Lab Manager.

This position functions within the pharmacy department at AICS Pharmacy to provide technical support to the pharmacists and the Department of Pharmacy Services. The work requires specialized knowledge, experience and skills to perform the technical work of a pharmacy and a thorough knowledge of the routine and procedures of the pharmacy department. The purpose of this position involves the preparation, review, supply, dispensing and control of medications and other pharmaceutical products. The position is essential to ensure all patients, departments and villages receive the medications they need and store them properly.  All work is performed under the direct supervision of a pharmacist. Performs in a professional manner, respects confidentiality, and demonstrates qualities endorsed by following the seven Standards for Service Excellence outlined in the SEARHC Human Resources Manual.   Technicians must be able to interact with patients, nurses, health aids and practitioners to answer questions related to pharmacy services. They must know when to refer questions to a pharmacist and when to answer the question themselves. Must perform dosage calculations in order to correctly prepare compounded medications and be able to work quickly and efficiently without sacrificing accuracy. Must be able to maintain pharmacy equipment and troubleshoot problems. Must know how to meet the urgent needs of patient care areas, monitor and maintain stock.   This position requires handling of hazardous substances, standing for extended periods of time, usually 8 hours; walking to deliver medications all over the building and to pick up orders, lifting 30 lbs boxes.  There is potential for exposure to infectious patients or materials, sticks or cuts by needles and other sharp items, musculoskeletal injuries and potential for harm from burglary or robbery.  This position is a covered position for purposes of the Indian Child Protection Act.
