Position Summary Under minimal supervision, applies advanced technical skills and seasoned judgment to independently and competently provide a full range of sample test analyses and laboratory services in a hospital-based laboratory. Perform all levels of testing including CLIA defined high complexity testing. Works with infants, children, adolescents, adults and geriatric patients.    Position Complexities The work typically involves full responsibility for all technical aspects of the laboratory and includes a wide variety of duties involving diverse and complex technical problems and considerations, i.e. procuring compatible, lifesaving units of blood for a patient with antibodies. Assignments involve such complicating factors as practical, economic or operating problems; inadequate or discrepant information about the use and capabilities of new instruments or methodologies; or requests for modified procedures, test alternative, or special studies to meet specific clinical situation. Decisions directly or indirectly affect the quality of patient care and can be “life or death” decisions or problems. Writes procedures for department of responsibility using the CLSI format, and coordinates procedure manual review, updates and distribution. Establishes a quality control program appropriate for the testing performed in department of responsibility, establishing parameters for acceptable levels of analytical performance, ensuring that these levels are maintained throughout the entire testing process from the initial receipt of specimen through sample analysis and reporting of results. Resolves technical problems and ensures that remedial actions are taken whenever test systems deviate from the laboratory’s established performance specifications.  Ensures that proper training is given to new employees during the orientation period and that regular training is given to all technologists when there are changes in their department. Assists the laboratory manager with evaluating the competency of all testing personnel. Assists the laboratory manager with Process Improvement activities associated with their departments. This position functions within the pharmacy department at Southeast Alaska Regional Health Consortium to provide technical support to the pharmacists and the Department of Pharmacy Services. The work requires specialized knowledge, experience and skills to perform the technical work of a pharmacy and a thorough knowledge of the routine and procedures of the pharmacy department. The purpose of this position involves the preparation, review, supply, dispensing and control of medications and other pharmaceutical products. The position is essential to ensure all patients, departments and villages receive the medications they need and store them properly.  All work is performed under the direct supervision of a pharmacist. Performs in a professional manner, respects confidentiality, and demonstrates qualities endorsed by following the seven Standards for Service Excellence outlined in the SEARHC Human Resources Manual.   Technicians must be able to interact with patients, nurses, health aids and practitioners to answer questions related to pharmacy services. They must know when to refer questions to a pharmacist and when to answer the question themselves. Must perform dosage calculations in order to correctly prepare compounded medications and be able to work quickly and efficiently without sacrificing accuracy. Must be able to maintain pharmacy equipment and troubleshoot problems. Must know how to meet the urgent needs of patient care areas, monitor and maintain stock.   This position requires handling of hazardous substances, standing for extended periods of time, usually 8 hours; walking to deliver medications all over the building and to pick up orders, lifting 30 lbs boxes.  There is potential for exposure to infectious patients or materials, sticks or cuts by needles and other sharp items, musculoskeletal injuries and potential for harm from burglary or robbery.  This position is a covered position for purposes of the Indian Child Protection Act.

This position will be based in one of the SEARHC Rehabilitation Services settings (hospital, outpatient clinic or home health) and will have a varied focus depending on the location and the local need.  The primary focus will be to provide general Physical Therapy (PT) evaluations and treatments which impact patient’s functional abilities. Physical therapy is a core service provided by this healthcare organization.  The therapist performs in a professional manner, respects confidentiality, and demonstrates qualities endorsed by following the Seven Standards for Service Excellence outlined in the SEARHC Human Resources Manual.  Services are to be provided in compliance with hospital standards, licensure requirements, regulatory and practice standards of Physical Therapy and the national professional guidelines established by the American Physical Therapy Association (APTA).   Physical therapists are health care professionals responsible and accountable for patient assessment, evaluation, establishing a plan of care and theraputic interventions for a wide range of ages with widely varying diagnoses and skills needs who present with a full spectrum of movement abilities, dysfunctions and complexities. The clinician needs to be able to inform clinical teams regarding decisions that involve physical therapy while taking into consideration consultation provided by other care providers. As patients are seen, recommendations may be made regarding their level of independence and rehabilitation needs which may impact services, care placement and further treatment.  The incumbent shall also demonstrate accountability for the contribution to program development, quality improvement, problem solving, and productivity enhancement in a flexible interdisciplinary fashion.  Documenting standards must be followed for continuity of care and reimbursement for services. The position may require occasional travel off site and out of town to provide services or cover for providers in other SEARHC facilities.

The position functions within the Mental Health Outpatient Department to provide clinical psychiatric care for SEARHC patients, focusing on the diagnosis and treatment of mental disorders.  Treatment is primarily outpatient, but may include consultation-liaison and emergency services in some locations.  The Psychiatrist collaborates with other SEARHC providers, and works as a member of an interdisciplinary behavioral health team.    The Psychiatrist provides crucial behavioral health services that require a high level of expertise and knowledge.  The psychiatrist treats the most complex and seriously ill patients while providing education, consultation and support for patients, their families, and other behavioral health and medical providers.  The psychiatrist works under stressful conditions, with patients who may be disoriented, adversarial, and/or at risk of harm to self or others.  The psychiatrist provides differential diagnosis, determines level of care, and coordinates treatment with medical providers and other systems of care.  These clinical decisions are reached independently or in consultation with peers.    This position requires knowledge of treatment modalities for a wide variety of conditions, ranging from short-term interventions to long-term needs for patients with chronic or disabling issues.  The psychiatrist may be called upon to review patient management issues, quality of care, and risk management issues and outcomes. The psychiatrist may specialize in a particular area, such as child psychiatry or geriatrics, to provide specific treatments for these populations.  A responsible, respectful, and caring approach is essential to promote the most effective therapeutic relationship with patients, and positive collaboration with other health care professionals.  The psychiatrist demonstrates a culturally competence in communication with patients, families, and community members.   The psychiatrist is expected to attend to emergencies within their area of responsibility regardless of external commitments in their lives. This means there are times a psychiatrist will work late or relinquish an outside commitment in order to attend to their patients’ urgent needs.   The SEARHC psychiatrist lives in a small community. Privacy is not an easy commodity for she or he. Psychiatrists outside activities are easily monitored by their community. They are therefore often held to a higher standard, and at the least should not engage in negative role modeling.

These services are provided to individuals, small groups, and communities in the SEARHC region as part of the Health Promotion Division.   The Project Coordinator needs to be available to offer consultation, advocacy and implementation of grant programs during non-traditional hours i.e., evenings, weekends; s/he also needs to be comfortable with intermittently at work and intense pressure to meet deadlines.  Effectively assess, collect and critique health related-data and identify priority health issues per the assigned grant(s) or project(s).  Select, implement and evaluate evidence-based strategies to effectively improve health status of individuals, small groups and/or communities per the work plan(s) working across the SEARHC region and with multiple SEARHC staff across Divisions. Can include one-on-one individual client counseling they need to have communication and practiced skill set to effectively work with clients and/or small groups.  Prepare and submit grant reports, act as SEARHC liaison to funding organizations and work on a team for funding opportunities.  Write and develop grant applications as needed with support from SEARHC grant writers.  Develop impactful strategies for policy, systems, and environmental changes that positively affect the health of SEARHC patients and communities per the grant and project workplan(s)

The PMO Manager will develop and utilize project management tools such as reports, tracking charts, checklists, and project scheduling software and to delegate appropriately. The PMO Manager will have direct supervisory responsibility for assigned Project Managers and support staff in the PMO.The PMO Manager is a key SEARHC liaison, with multiple internal collaborators and external partners. The PMO Manager is a highly complex position with organization-wide impact.
