Job Overview:

Responsible for directing the overall functions of Rehabilitation Services; coordinate and supervise operations of the department; provides appropriate therapy based on assessment and recommendations from referring providers; and maintain performance improvement activities within the department. Assure competency of all staff members; assist in formulating budget, evaluates department performance versus budget and takes appropriate action to remain within budget guidelines. Maintain efficient and effective department operation while requiring compliance with all state, federal and local regulatory laws, standards and protocols. Participates in local and consortium wide initiatives including but not limited to Pain Management and Chronic Pain committees/teams/taskforces.

 

This position involves management of a busy outpatient department as well as direct patient care with a moderate to high level of difficulty.  The scope of duties includes a full range of clinic management skills; evaluation and treatment skills; and the coordination of care with providers inside and outside of SEARHC.  The incumbent develops and/or updates policies and procedures to reflect current standards of care and managerial practices.  Poor judgment and performance in this position can result in poor health outcomes for patients; may lead to litigation against the provider and/or clinic; and may adversely affect productivity and revenue, the reputation of SEARHC and its ability to be the healthcare provider of choice to our beneficiaries.

 

The incumbent must manage a non-labor operating budget of ≈$32,000 and supervise the ELMC Therapists and ELMC PT Aides.  This position is considered a covered position for purposes of the Indian Child Protection Act.  

Responsibilities:

  • Promote the mission, vision, and values of the organization. Maintain patient confidence and protect SEARHC operations by keeping information confidential. Communicate appropriately to physicians, staff and administrative team. Manage and maintain safe and clean working environment by complying with procedures, rules, and regulations. Maintain records pertinent to personnel and operation of the department. Demonstrate the ability to be flexible, organized and function under stressful situations. Maintain a good working relationship both within the department and with other departments.
  • Responsible for direction of the Rehabilitation Services department and staff. Provide education to staff on performance improvement.  Ability to plan and organize orientation and in-service training for department staff members and other clinical staff throughout SEARHC and participate in guidance and educational programs.  Perform management activities including, interviewing, hiring, evaluating and terminating department staff members.
  • Ability to observe and evaluate treatment effect and recommend changes to physician if necessary. Ability to perform an appropriate assessment on all patients as related to the therapy requested. Formulate a teaching plan based upon identified learning needs and evaluate effectiveness of learning. Demonstrate knowledge and proficiency of all rehabilitation services modalities. Treat patients and families with respect and dignity. Identify and address needs of the patients and family. Interact professionally with patients and family in the formation of the plan of care.
  • Pursues excellence and professional growth though means such as continuing education, literature review and peer review of charts. The employee is required to maintain professional license.  This position collaborates with the Director of Rehabilitation Services at SEARHC to standardize processes and systems.

 

Qualifications:

Education

  • Preferred: Master’s or Doctorate degree in Physical Therapy or Occupational Therapy from an accredited program OR
  • Baccalaureate level with 2 years proven work and continuing education experience that indicates applicant has mastered the knowledge base that would be taught in a Master’s program.

Experience

  • Masters or Doctorate degree - A minimum of three years of clinical experience, at least one year of which includes management of resources and/or personnel.
  • Bachelor’s degree - A minimum of five years of clinical experience, at least one year of which includes management of resources and/or personnel.

License

  • Active, unrestricted physical therapist or occupational therapist license in the State of Alaska.
  • BLS Certification

Knowledge, Skills & Abilities

Knowledge:

  • Thorough knowledge of rehabilitative services, especially outpatient services
  • Working knowledge of therapy related billing practices, compliance issues, budgeting and resource management
  • Basic knowledge of the population we serve and considerations that might impact care

Skilled in:

  • Assessment and treatment of patients
  • Oral, written and interpersonal communication
  • Strong organizational and interpersonal skills
  • Use of electronic medical record system(s)
  • Use of spreadsheets or business accounting software

Ability to:

  • Adjust patient management practices to maximize both productivity and quality of care
  • Ability to work independently, exercise creativity, be attentive to detail, and maintain a positive attitude
  • Ability to provide staff education and guidance in areas of clinical education and organization
