    Job Overview:

    The purpose of this position is to provide individual supportive counseling, prevention and administrative services beyond the beginning level to individuals, families and groups impacted by a variety of mental health and substance use issues.   This position is in Community Health Services, Behavioral Health Division, located in one of the communities served by the CFS program

     

    Having had 270 hours of training, this position can assume a moderate sized caseload and can work independently with at least one hour of weekly supervision with a licensed provider.  Intermediate level individual screenings and assessments are conducted; decisions and recommendations are made about the provision of counseling, prevention, supportive group counseling and administrative services in the areas of chemical dependency and mental health.   These decisions, recommendations and services have an impact on the health of clients, families and communities. There is an emphasis on additional education and training to further develop a background in behavioral health.  Training is aimed at a Chemical Dependency Certification.   With the support of supervision, this position develops an understanding of the mission of SEARHC and the relationship between client service provision and positive client outcomes. 

    Responsibilities:

    • Provide intermediate levels of service in the three major areas: emotional support, prevention and administrative services.  Consulting with supervisor, this position provides emotional support services according to the training and skill of the employee and the needs of the client.  These include substance abuse and mental health screening, assessments, supportive counseling and continuing care services for individuals, inclusive of all age groups.  Provides client advocacy, case coordination management and social support.  Coordinates with Mt. Edgecumbe/Sax’t Hit -  Acute Medical Services; Raven's Way/ Yéil Jeeyάx; Outpatient Mental Health Center/Haa Tóowoo Naakw Hít and other treatment facilities for both referral and continuing care.  Arranges client referrals as needed, assisting with transportation arrangements.  Assistance during times of crisis is offered by working under supervision with other providers (e.g. Health Aides and Emergency Medical Technicians) and may involve support to the client and family. Appropriate documentation of services is expected.
    • Prevention services, according to the training and skills of the employee are provided by:  a) promoting activities which serve as healthy alternatives to substance use; b) providing prevention activities that address substance abuse and mental health issues for all community members; and c) providing general and specific behavioral health information to individuals, schools and community groups.  
    • Carries out administrative duties to facilitate the program: a) completes encounter records on each client and submits to the Sitka CFS Office; b) posts and maintains regular office hours; c) coordinates with their CFS supervisor, making referrals, advertising upcoming events, making appointments, etc.; d) attends community meetings to discuss and coordinate services; e) completes weekly reports, specifying outreach activities, training, caseloads, etc. This area is not expected to exceed 25% of the CFSW’s work hours.          
    • Works with their supervisor to identify an Addiction Counseling Competency (see SAMHSA TAP 21 or ACBHC Certification handbook) to strengthen. This competency will be the training focus for the year. The supervisor and the CFSW Trainee will develop a learning plan for the year targeting the specific competence. Provides feedback on the progression of strengthening the competency to the supervisor during regular supervision appointments. Accepts supervision and responds appropriately (e.g., is available for supervision appointments).  Twenty hours per year of behavioral health training needed for re-certification as a behavioral health provider.     
    • If participating in the Rural Human Services (RHS) training through the University of Alaska Fairbanks (UAF), the student/CFSW will complete their RHS paperwork in a timely manner.  This may include homework assignments, travel orders or documenting community presentations.

    Qualifications:

    Education/Experience

    • High school diploma or equivalent.
    • A total of at least 270 training hours in behavioral health.     
    • Two classes that are specifically required are 16 hours of Introduction to Co-Occurring. Disorders and 6 hours of Alaska History of Chemical Dependency.
    • A supervised practicum of 150 hours in behavioral health with a chemical dependency counselor.
    • Two years full-time chemical dependency work experience.
    • 21 years of age or older.

    License/Certification

    • Alaska Commission for Behavioral Health Certification (ACBHC) Chemical Dependency Counselor I (CDC I) or its equivalent from another entity or eligible for Chemical Dependency.
    • Counselor I (CDC I) certification at time of original hire.
    • Commitment to live in village/service area or be able to commute to the location for 3 to 5 years.
    • Ability to attend continuing education /training programs in Sitka or elsewhere for about 3 weeks per year to meet certification requirements.
    • A valid Alaska driver’s license is preferred

    Knowledge, Skills & Abilities:

    Knowledge

    • Considerable knowledge of substance use disorders (SUDs) and mental health disorders, various behavioral health treatment models, some best practice principles and continuing care principles.
    • Considerable knowledge of Southeast Native culture and rural community life.
    • Considerable knowledge and adherence to the ethical standards of their profession.

    Skills

    • Good skills in oral and written communication, including accurate documentation on treatment progress.
    • Good skills in active listening, reflective responses and empathy; in contacting, explaining and listening (i.e., good public relations skills, good people skills). 
    • Good skills in and establishing and maintaining effective working relationships with clients, coworkers, management, and other providers.

    Abilities

    • Ability to complete comprehensive client assessments and formulate treatment plans based on these assessments; complete patient records forms in an accurate and confidential manner.
    • Ability to comply with the ethics code which includes maintaining and respecting confidentiality of client information.
    • Ability to participate in a vigorous continuing education program; to function as a member of the SEARHC village-based primary care family services team.
